Mix the hamburger, milk, 3 tablespoons of brown sugar, one tablespoon of mustard, one envelope of dry onion soup mix, one egg and three tablespoons of ketchup together. Form mixture into a loaf and place in a loaf pan. Mix three tablespoons of brown sugar, one tablespoon of mustard and three tablespoons of ketchup together and spread evenly over the top of the meatloaf. Bake in a 350 degree oven uncovered for about an hour or until done.
