To substitute meringue powder and cold water, you could use 2 egg whites instead. Instead of vanilla you can use 1/4 tsp of any flavoring of your choice.

 ½ tsp Vanilla

Beat meringue powder/water or egg whites with the cream of tartar and flavoring or vanilla until soft peaks form. Add the sugar slowly beating until stiff peaks form. Line a baking sheet with parchment paper. Pipe the meringue onto the parchment paper making it into a kiss form or you can simply spoon a teaspoon full of meringue onto the paper. Bake in a 300 degree F oven for 20 minutes. Turn oven off. Let kisses remain in the oven for one hour. Remove and place kisses in an air tight container. Makes about 90 kisses. If using a minty flavor only use 1/8 teaspoon as 1/4 is too minty. You can use food coloring to make any color if you do not want them to be white. You can add sprinkles on the top or even add mini chocolate chips.
