Combine soy sauce, garlic, ginger. Add the beef in the sauce and toss it together then set it aside. Heat oil in a large skillet, add the beef and sauce mixture. Toss over the high heat until browned. Cover and simmer over low heat for thirty to forty minutes. Turn heat up and add the vegetables. Cover and cook until the vegetables are tender. Mix cornstarch with the water, add it to the pan, stir and cook until it is thickened. Serve over cooked white rice.
